Brief description of the organisation
The Fondo de Inversión en Telecomunicaciones (FITEL) has been created through the "Texto Único Ordenado de la Ley de Telecomunicaciones" (D.S. N° 013-93-TCC, 6th May 1993). FITEL is a fund intended to provide universal access by financing telecommunications services in rural areas and places of preferred social interest. FITEL's Regulations provide that the FITEL funds must be used to finance projects and pilot projects for the rendering of telecommunications services in rural areas and areas of preferred social interest. This financing can be used to invest in, operate and maintain telecommunications services and/or carry out complementary activities as required for the rendering of telecommunications services, including, among other activities, engineering studies, purchase of equipment and materials, engineering projects, transportation, installation and testing of equipment, access to Internet and preparation of the contents of websites on the Internet, as well as training programs on the use of said services. In keeping with the provisions set out in the Law, the operators of carrier services in general and final public services must contribute 1% of their total annual billings to FITEL, to be exclusively used to finance telecommunications services in (i) rural areas, or (ii) places of preferred social interest.
Main tasks attributed in the project
WP2: Contribute to the definition of the system requirements and the scenarios.
WP3: Participation in the elaboration of the business case studies.
WP6: Generation of requirements, studies of compatibility and verification of the interconnection of TUCAN3G network to the public cellular telephony system.
WP7: Disseminate project activities. Devise plans for knowledge utilization beyond lifespan of TUCAN3G.
Previous experience relevant to those tasks
FITEL has designed many projects in the rural scope. It has more than 15 years of experience in this area, and promotes infrastructures for providing connectivity to remote communities in territory of Peru. The types of technology in telecommunications are many that have been used in the different projects: Very Small Aperture Terminal-VSAT,Global System for Mobile Comunications-GSM, Code Division Multiple Access CDMA (450), and others.
